grinding wheel w/attachment,whats it part of or ?

marked on the heavy ball hanchet mtg co. big rapids mich....grinding wheel spins on shaft,is this part of something else?.

maybe a grinding stone dressing tool?  cleans the junk off of the grinding wheel you hold it against? might true the stone up a little too.
