Snap on obstruction wrench

Picked up a Snap on AC 1818 like this one the other day in a box with gobs of goodies.
Can't find out much about it.  Anyone know when it appeared and whether it was part of a set?

Yeah, I went to AA first thing and found the picture and info.  But Collecting Snap-on was a strike out.  Likely will never find any more of its kind.
