Attached photos are something I inherited from my Grandfather. These scissor are 10 3/8 inches long and function better then most modern scissors.
The marking are Wm Braitwait shear steel. I think they were made in England Sheffield area.

Nice!! I keep scissors in the toolbox, they come in very handy for many shop related uses. Regards, Lou  (cutting tape, trimming insulation, cutting paper templates/patterns to size)

Cool. I wonder why the pivot bolt sticks out so far?

Didn't a lot of the old tailor type shears have a large pivot bolt like this? I always guessed it was so you could adjust the tension on the cutting blades depending on the thickness of the item you were cutting and as the blades starting to get dull.

 that stub looks like it would help keep the fabric away from your hand as you are cutting ?

The stubs are swaged collars. I have tightened play by tapping lightly with small socket with the other side against an anvil. I guess a different method for a differ time.

He has a theory on the reason for the long pivot, but I'm not convinced he has it right.
