Two direction blade plane

Can someone please explain this plane? The plane can be used left or right handed?





The only marking on the plane is 130:



Any information will be appreciated.

Yes, you can put the blade in either position.

Use as either a bullnose or block plane. Similar to Stanley 130 but Stanley did not have the scalloped sides. Assume cutter is not marked as it could ID maker.

I can not find any pics of a similar plane - this is probably going to be one of my mistery tools.

The 130 behind the knob may be a clue.

also looks to be marked 130 on the back of the lever cap.
