Would the bottom one be considered an alligator wrench or a pipe wrench because of the teeth on both jaws?

Neither have crossed my path before.
I also would call the second one a pipe wrench.

Probably so,  I don't get that concerned about the technical terms on these as much as the difference between a monkey and a pipe.
