Dozens of these cup-like things

I found dozens of these cup-like things in some abandoned place.
Anybody have any idea what they are for?

Looks like plastic to me, maybe they are something you would pick up for and outside wedding or party of some kind,I can see them being for drinks, desserts, candles or whatever.

They accept a paper insert that holds food like substance.

Popularity comes and goes in the slop er I mean counter food service industry.  toss insert in trash. rinse as necessary install new insert and serve next victim.
Timing has a lot to do with the outcome of a rain dance!
