Unknown S/O tool 1931

I have no idea what its for.  Date code 1931.  Its not in the cats.

Could be Snap-On's version of the Gearrench for oilfield valve handles?

It seems to be made so it would fit into a object like a small pipe.

It reminds me of a front end tool. Something like a tie rod adjuster.

Hmm...I just saw that somewhere, what was it? I think it's a one sided rivit heading tool for (old) tires...I will have to look tho...
Just a weathered light rust/WD40 mix patina.
