puller or not?

This arrived after our latest snowstorm.

Looks like a puller, but wont give up it's makers name.

might be missing parts?  anyone recognize this?

Is it a steering wheel puller?  That bottom plate reminds me of a column lock plate.

It's a Hewlett Packard computer keyboard with a hunk of iron sitting in front of it.

Put the damn thing back in the box it came in, put the damn snow with it, and send it all back.
