I have seen this one many times over the years, but don't remember if it is for rivets, grommets, or both?

I'm thinking it's a grommet set but a shot of the anvils would confirm what it's for.
All my taste is in my tools.

Mostly used to rivit brake linings on shoes-  Before my time as a mechanic, but my Dad talked about the asbestos based lining coming in rolls to be cut, rivited to the steel shoes, and then sanded to fit the curve of the brake drums.  They also rivited clutch discs on- these were precut.
