This wrench/pliers has me stumped

Got this at a flea market the other day. Can't find a manufacturer. Has a "plus" sign with what looks like an "I" stamped on the inside of one handle. Also marked "PAT. APD" on one handle and "PAT.APD FOR" on the other. Has letters stamped at the end of one handle that I cannot make out; could be "RESS4"Notches on outside of both handles might be for a ring to hold the tool in place while clamping/spreading but it only opens an inch. The business end looks like it would hold a shaft of 3/4" diameter.

Sorry, I'm new and put in four pictures as attachments but got an error because I exceeded the file size limit. Can't paste a picture either. Oh, well.

Orlando, it looks like you are trying to link to pictures in an email, it won't work direct from email because we can't read your mail (it is password protected, and so are the pictures in the emails)

They need to be somewhere like photobucket that allows anyone access...

(Sorry, posting pictures is  messy, ugly, and not particularly easy..)
Just a weathered light rust/WD40 mix patina.

Earlier today I posted the pictures you sent me by email, but I don't see them now. I'll try again in a bit. I am at work and surprisingly busy .

To reduce image size, right click on them and use Send To (as an e-mail  to yourself with the images as an attachment) - MS Outlook will automatically reduce the file size, then open the e-mail and use Save As and give them a new title (just add a suffix , e.g. 02 or edit) .... this is a quick way to reduce the size of a lot of images at once....

Looks like it is used to spread a spring, or compress against a fixed surface. maybe a ring used to hold spring compressed/spread.. WAG..

Looks like some sort of valve spring compresser for an old side valve motor - missing the locking ring
