Snap On High Leverage Side Cutters Info?

Model number is HL9 CP and they're about 9" long.  They have the design of a bolt cutter, but I have not been able to find this part number on the internet or the Snap On website.  Any one out there recognize this tool and maybe when it was made??

I am thinking they are cable cutters. The orange handle era also corresponds to snapon's somewhat wider involvment with electrical & electronics tools, which seems to have faded a bit, except in certain specialty areas like aircraft tools. Perhaps late 80's (fuzzy memory syndrome again -P )
Just a weathered light rust/WD40 mix patina.

I have the smallest traditional HK Porter bolt cutters made at 10", but I have always looked for smaller,  some 30 plus years.
   
 I have some Sargent 6" compound leverage end nippers. But Sargent was pushing the "Bernard"  envelope too far.
 They cannot be made to work reliably.
 I can make them work alright, but not for long.

  Someone in Japan made some similar to this in the early 70's this size.   They were pitiful.
  Looked like a tool as long as you didn't try to use them.
 They couldn't cut well chewed bubble gum.
 
 But real compound leverage cutters,  under 10??
            Yeah these are fine!
I would trade something pretty good for these.

They're on ebay right now and have like a $7 bid on them.  Shoulda spoke up sooner, man.  Look for dimwittedmoose51  as a seller search and you should find them.
