Silo Wrench of some sort?

Any ideas on this one?  Its kind of an oddball shape.  Its on my pegboard next to the silo type wrenches.

When you get your copy of Rathbone's vol III, look at the MELOTTE entry.  Don't know what evidence Pete had to make the connection.
(Vol III is 254 pages;  about 1/2 of the accompanying supplement is a compilation of "implement wrench" auction prices realized from the past 19 years of auctions held at York, NE )

looks like the Melotte on page 325 of vol I of Rathbone.
