If that isn't suggesting you must first get the level of soil, a tree, etc......then I just don't get it.

If "from scratch" would mean in the absence of an universe, without universe there isn't adequate materials (soil, water, tree, etc.) to make it and only by inventing (that is, creating) it can you make it.

The quote emphasizes the careful preservation of our planet/universe.
