Odd Kern Plier What's It????

going through a box of auction acquisitions from a couple years ago I found this odd tool. It's marked " KERN - USA - PAT - PEND"
on both handles. Pliers is 7" long and the attached bar is 11-1/4". Any ideas?

Interesting, if you Google Kern pliers, the only semi-relevant items that come up are a couple of surgical tools. If this thing has a medical purpose, I don't think I want to know about it.......

With that much leverage looks to me like a binder, bander type of tool.  Especially with those special jaws, just made to crimp a keeper on a band.
