Poke and curl?

This looks like an early mini curling iron, but has a sharp point. It is 6 1/2" long and dia. of end is 1/4". It is marked on moving handle "Brown's Patent Made in England and number looks like RBL72864. May be a leather tool to poke and stretch a hole, but not sure.
