Brass Spanner wrench whatsit?

Obviously it is some sort of wrench, with a spanner and a hex, but why? And why brass?

Doesn't appear to have much wear, so it was either used for a light job, or hardly used. I'm thinking gas related?

Champion Brass has a 1980 patent for a popup lawn sprinkler, and later ones for other irrigation stuff, so i would hazard a guess it is for taking a lawn sprinkler apart.....(Tools for use with water are commonly brass just so they don't rust, lots of water department tools used to be spec'd brass also)
Just a weathered light rust/WD40 mix patina.

Have one "Champion" like that, but it is aluminum.

it's for lawn sprinklers - at one time pretty much every gardner I saw had one in their truck, often in their pocket - the spanner part is for the sprinkler head (remove,tighten), the hex is for the spray nozzle (remove/tighten/point in the right diretion) - champion was near Los Angeles, I believe.

It almost apears to be a non sparking tool, but ime not sure.

I have 3 of those. Brass, aluminum and steel. I always thought that the brass was the oldest,then aluminum and then steel.
