Thinking latching/locking valve handle for petro products.
Just a weathered light rust/WD40 mix patina.

Will the "socket" move? Or at least swivel a bit? Could be for locking down a valve or barrel bung.

 Looks like a old gas wagon valve wrench. Don't know that I have that particular one but have a half dozen similar wrenchs. Could provide photo if it would help.

I THINK IT'S A NUT CRACKER 
  i lean toward a tank refill wrench at a under ground tank the little hook to remove the cover
