Mystery compass, wheel puller ?

I have no idea on this one, nicely made of brass. center shaft is steel with two locking finger screws. The "hooks" are facing the wrong way for ot to be a puller. Maybe a clock repair tool ?  Six inch scale there for size reference.

Some kind of center finder maybe?

Ya'  center finder... It would work for that for sure. I wonder, maybe clock making tool.  It sure is nicely made and too delicate for heavy work.
