Tool or ? Looks like a mini timing light

I found these tucked up in a garage nook at an estate sale. These little keychain size guns look like mini timing light guns. The 'barrels' look like they go in to something. Maybe a key of some sort?

2-7/8" x 1", 1/4" barrel diameter.

What do you guys think?

Seems so odd to make little gun shaped keys for steering wheel locks.
