Plomb WF-38 questions...

So these two WF-38 ratchets were in the ugly tool boxes I bought recently.  The WF's seem to have two main types - the one with the large forged lettering and the ones with the small forged lettering like these (yes, there's other variations like the stamped lettering, etc.).
Most photos of the large letter show the selector lever pointing toward the handle.  Most small letter show the lever pointing toward the head.
On disassembly/reassembly the lever will function either way.  Pointing toward the head the lever has two positions - "on" and "off" so to speak.  When the lever is positioned toward the handle there is a third middle position - in this position the ratchet is locked by both pawls and the drive becomes "fixed". 
Question 1: Is there a right and wrong way to assemble it or was this an option in the design?
Question 2: It appears the small letter used round head screws - were they originally slotted or phillips?

#1  I would put the selector down, but in the WF 8, I see the selector up because it works better with the small head.
#2  Looks like a round top fits because the screw hole is not "set" or recessed into the cover plate.
