Any idea what it was designed for ?

The size of the opening makes one think of magnetos, distributors, etc.  The swinging part could be a "pusher / puller" handle for some application in restricted space??

It's for Ford third brush adjustment on generators.

Just an ignition set.  Look at the old 30's cats on my site.  It's in all of them.  Bonney first released the set in '29.
