This came out of the Greenbrier Alabama Blacksmith shop.  Both jaws move in opposite directions.

I guess for holding a piece of plate or beam while welding?

I would think it could  be an assembly clamp or a clamp for bending somthing after it comes out of the forge

Hanging on the wall like that, I would use it to hang an iron tire for a wood wagon wheel, for measuring, but not sure the why of the vise part.
