That looks to be Graham Brothers prior to the Dodge Brothers days when they were still independant. ( Not much doubt ) You dont show a pict. of the overall wrench so I couldnt even begin to guess what it may have been originally designed for but if you were to ask me anyway I might say water pump wrench given the curvature of the wrench.
If you would take a few bucks for it ( and it were for sale ) I would buy it either way thanks for showing it although it would be even nicer to see the overall wrench.
Always looking for what interests me, anything early Dodge Brothers/Graham Brothers trucks ( pre 1932 or so ) and slant six / Super six parts.

1930, I think it's cool looking (makes me think of a pair of space alien arms) but I'm not really attached to it.  So it could be yours.  I have no idea what to ask for it so I'm open for suggestions.  Send me a PM.
