spaghetti stretcher?

Another garage sale find.  Kind of newer looking, looks like it's for tensioning something, but there isn't a set of jaws.  I thought maybe it was for when you are going to have guests over you don't like, so you "stretch" the spaghetti so if goes farther?

Not a rebar cutter, but the right idea - it's a home 'wrought iron work' punch and scroll bender.... They are sold for hobbyists - the max steel size is about 1/2" x 3/32"...
