How about a simple lead seal crimper?  I know more elaborate ones have appeared  here in the past.  (Lead seal for "safety wire" or "security wire" like those used on aircraft engines, on water & gas meters to discourage tampering, etc.)

Yeah I'd like to see the other side too. Maybe there is a gripping area between the two handles, for pulling wire?

I'm OK with it being a wire gripping and straining tool, but it doesn't look man enough for fencing wire.... what other trades need to pull a wire tight before fixing in place????

It is possible that it was for electricians to help pull a steel fish tape when pulling wires. Some Linemen's pliers have a steel fish tape puller up close to the pivot (on the handle side of the pivot).

Lewill2's answer sounds good to me - for fencing you need greater distance between the fulcrum and the wire gripper - or for a staright pull you would need muscles like Popeye....

I dunno how many times I've grabbed barbed wire when stringing fence and given it a quick jerk up to clear some tall weeds or short shrubs to get it to lay next to the posts.  Looks like just the ticket.
