I can't cipher out the lettering even if it is lettering.  sometimes looking at a photo sometimes one can read something.  Thanks 4 any comments.

could be a fence wire puller, looks like when you pull on the ring, the clamp tightens.

I just got Smith & Smith's book on Friday. (The Collectors Guide For Fencing Tools)  There are dozens of wire pullers shown. A couple are close, but I'm not seeing an exact match.

All I know is some poor farmer was havin a bad day if he had to make chain out of fence wire to fix the fence puller ;P
Just a weathered light rust/WD40 mix patina.

can't argue with success, farmer fixed. the large ring ring looks forge welded.
