How odd....

It is a leather working tool, for putting on a bead, called a binding spreader (The round thing around the edge of a seat cushion) It pushes the edged apart so you can put in the tacks or nails. (I Suppose it is more an upholstery tool)

Hmm, they must have made it from brass so that it would not corrode and stain the leather...?

Odd, partly because I would have bet you lunch it was for unzipping a rubber window bead, cept they hadn't yet invented rubber window bead in 1919
