I picked up this neat little tool that I believe was used to cut belts or fabric.  It has 2 pieces that fit together.  The first appears to be a type of sledder while the second is a blade that fits into the sledder.  It looks like someone put some real workmanship and pride into this piece.  Most of the metal is brass.  I haven't been able to find any markings on it however the rings on the blade piece appear VERY similar to C.S. Osborne tools I've seen previously.  The rings around the handle are indicative of Osborne.  Additionally, the Osborne tools I've seen have markings only on the blade.  The type of tool this appears to be may explain why if there was a name on the blade, it has worn off with use.  Any info you may have would be greatly appreciated!

Looks like some form or harness maker's tool for thinning leather belts to a uniform thickness...

I would agree it is a leather workers tool but maybe to cut a bevel on the edge of a piece.

I agree, for tapering the edge to fit against another piece.
