Anyone know what kind of hammer this is or what it's used for? It's either brass or copper

More likely to be bronze than brass. However, if 100% copper it is probably some sort of dead blow hammer to avoid marking the workpiece. Bronze hammers were used in hazardous environments to prevents sparks (coal mines, oil refineries, gas works, explosives plants) - could be for working on an artillery shell or bomb of some type - either in manufacture, or disposal (e.g. by a bomb disposal ATO)..
