rather ornate casting! I'm going to guess a air shutter for a parlor stove, a nice high end one from the 1890's

+1, what OG said.  It looks like it has a coarse and fine adjustment.  Pretty fancy for a stove air vent.

You get bonus points for coming up with something so unusual.
