This was pretty crusty I still havn't gotten it to unscrew all the way, its coming slowly though.

I'll guess it's for spring type hose clamps, the wire type with ears on them. You screw it down and remove them and leave it until time to reinstall. Unless of course your removing more then one.

Some sort of special purpose hand vise? Spring or circlip squeezer?

Anybody else have any guesses at what this might be? I've looked through verrry many images have haven't seen anything close this.

Found plenty of them and other kinds but not one like mine.
