Some sort of tag tool? looks like a wire cutter on one end?

Where did you get this magic box, and where can I get one? LOL

I think it is for crimping the old lead seals for electric meters or scales.

2nd for the seal crimper -- think of a lead disc about 1/8" thick  with a hole through its diameter -- stick the "braided" wire through the hole in the disc & press.  These were used (may still be) on electric meters, gas meters, water meters, etc.
