Sure we've seen one or two here in the past. I question the "vintage" and "antique" wording in his auction when the tool is marked in millimeters. The name is also suspiciously like many of the Asian toolmakers' tool names.
BUT- I could be wrong, of course.

first of all it is not a "double headed" ratchet, single head dual drive. it is not new as it uses a copy of the "Frankenstein" selector. I see a lot of china dual drive ratchets.

"Chink" wrench, not very old using "snap rings" for closures.
I like the "franken" switch.
