That appears to be part of an Emmert Portable Drafting Machine. A nearly complete machine is shown here:

There is one currently listed (relisted) on eBay as an Emmert Drafting Tool, less complete than yours, that isn't getting any bids at $17.99.

Looks like drafting scales/rulers would be attached to the two arms of the right angles piece - these can then be set at any angle for drawing angled lines....
