Title: 1/16" antique hole punch?

Can't find anything online about this. Found it at an estate sale with a bunch of sewing stuff, but don't think it's sewing related.

Welcome from Wisconsin Dave.  Could that be a street car motorman's punch? RR conductors had bigger chrome ones and they punched a distinctive hole.

maybe to punch holes in leather or material for sewing?
