I thought this was a bit to go in a brace to sharpen a spoke, but ther blade goes the wrong way. Any ideas?

Try hollow auger. Looks like you may be missing depth stop. Page 238 of Sellens has a nice picture.

That is a single size hollow auger. They are used to cut a round tenon. It is much more expensive to have a set of 8 single size ones, but they tend to be sturdier than the adjustable ones. I have seen a lot of broken adjustable ones.
You use the spoke pointer first, so that the end will fit in the hole before cutting the tenon. You can then cut that taper off if you want after you cut the tenon.

Is essential for wagon wheels, but also darn handy for table and chair work too. Make it sharp, you'll be surprised how fast they cut.

It may be missing the depth stop, but if I recall correctly, some didn't come with stops. A commonly found stop can be seen in the picture. It could be cobbled together by using a really small C-clamp. Or you could do without it. Lots of ways to control for depth.
