Title: Is this a scribe ?

 This  looks vaguely familiar but I can't pin a usage on it. The pins in the arms are different lenghts so the points are in plane. No markings.

Looks like some sort of "memory" gage used to keep locations of three holes in a mechanism so when it is taken apart, it can be reassembled with holes in same locations. Just a guess.

 You may be right on Super. Old tool collector friend said it was a jewelers tool and he had one just like it.
Exactly what kind of locations were transfered I don't know but we have it narrowed down.

Clockmaker's tool for transferring hole centres from front to back plate, or vice versa???
