I believe this is the tool mentioned, don't see the wire clamps, though.

Mr. Batz. Band-it bander, I have one and have never seen another, are they popular where you are. According to the paper work they have to be the most expensive hand bander in the world;
paperwork says 11 hundred bucks of course I paid no where near that at auction 10 years ago

I've used lots of Band-it on high pressure water hoses when working in the mining industry. That one must have been made for those hard to get at places, where it is impossible to swing the standard bander. We always used the stainless band and the Band-it was the only brand that could withstand the very severe conditions.
Fortunately I no longer swing spanners in a mining environment, very part time in power stations these days.
