One of my fellow workmates back in my other life (working) gave me this tool that he said his Father bought years ago.  I thought I might be fun to see if any of you guys knows what it is.  I have the original box and printed instructions for it's use.

Wow ! that was fast,  It is a spring winder and here are the instructions that were in the box.
