This came from a farm auction. Anyone know what it is?

Looks like a tool to remove the drain plugs on trans and differentials. Or some engine oil pans .

I agree on its probable usage, for some reason that number sounds IHC to me.  Am guessing its a half inch drive, with 5/8 square male end.
