Title: What is this French tool for?

This is 8" long and 9/16" sqaure ends. Also do you know the maker. Thanks

Drawing Pliers, for drawing wire through a draw plate to change its size or shape, thus the reason for the hooked handle. I have two jewelers draw plates one with round holes the other square, both are French! The French it seems to me made lot of fine  jewelers and clock making tools.
