Title: Tru Arc Applicator...but for what??

Looks like it might hold the little Jesus washers/clips or something due to it's offset jaws(as you look straight at them).  Came in a box of tools, so please help me out.  I'd like to use it for its rightful purpose.....someday.  If you didn't notice the popsicle stick holding it at the proper angle so the light can reflect and show the logo on the handle, the tool isn't much bigger than a popsicle stick

Used to slide C clips onto a shaft when the shaft sticks through a plate.

I have one of those it came in a set of tools for a printer. I think it was a Xerox Diablo printer but it may have been something else.

The things you learn on Tool Talk! Never seen or used such a tool, I have just used a screw driver and what ever else worked whenever I've come across these clips, mostly when disassembling old (ancient?) type writers and adding machines for parts! Still got tins of fine springs, "C clips" and screws, they have come in handy occasionally down through the years.
