OK - Handle is cast - What is the rest made of?

I'm looking at it thinking a early gun rack - would have been two pieces - the "handle" held the gun, the "tool end" maybe went over something and locked into place?

Handle is cast and the hook and bottom plate are steel (putty knife thick).

I am amazed that a clever, balanced, well thought out, cost effective tool like that is not in every toolbox today, like a screwdriver.

The "unimproved one" must be a real collectors item.  Probably at least 75 cents at auction, compared to the 50 cents I spent for the 1905 version!
