Anybody know what this wrench was used for, went with, or was issued by?

I also found English Electric, but the logo was different.  English Electric made the Canberra bomber and trainer aircraft, and the Lightning fighter aircraft in the late 1950s. Maybe this wrench was a U.S. made tool for aircraft mechanics servicing the aircraft on this side of the Atlantic.  In checking the sizes of the openings, they appear to be Whitworth sizes 3/8 and 5/16. I used calipers, matching the openings on an Austin A2 wrench with the Herbrand EE wrench's openings.
