Resembles the one made by the Hisey-Wolf Machine Co, of Cincinnati.
The original model came out around 1910 and is somewhat different (for example it has a set-screw chuck) , however the weird brest handle design is exactly the same.
Interestingly, Jacobs was advertising for Wolf to show off Jacobs chucks...http://books.google.com/books?id=pDZQAAAAYAAJ&dq=Hisey-Wolf%20Machine%20Co%2C%20of%20Cincinnati%20%22jacobs%20chuck%22&pg=RA2-PA109#v=onepage&q=Hisey-Wolf%20Machine%20Co,%20of%20Cincinnati%20%22jacobs%20chuck%22&f=false
(Aprox 1902 , listed as Successors to 'Hisey machine works', Became a division of Cincinnati Electrical tool co)
Hisey seems better known for making grinding and buffing machines.
