These two tool sets with covers are for sale at local auction on 3/23, but no one knows what they are for. look like training sets, but for what? Sets include a drill, small screws, small hammer, engraving or trimming tools, an oak "anvil in center front, and an oval rest of some kind with clearance slots on left side.

Perhaps model maker's kits? For wooden boats or such?

Looks to me like some special outfit made for the military or the govt. All to perform some specific task that probably could be done with a vise-grips and a hammer.
I did some gage work during the Viet Nam era for the govt and they had ridiculous specifications and details, including the case to house the tools or gages or fixtures or whatever.
This is only a guess, but the facts that there are two units, hardly used, in cases, and with no obvious purpose, sure fits the MO.
