Title: Fishing Pliers?

I have no idea what this tool is used for. It is ~8 inches long and the jaws open 3/4 of an inch.

Any ideas?

Thanks- not the answer I expected given they were found in a tool box and the shaft is only 1/4 inch in diameter, but there you are.

i'll bet you could use them to put little rubber bands wherever you put small rubber bands  bob

Yep, that's what it is.  Looks pretty much standard issue.
