Title: Williams contract wrench

This may be a very difficult task, I have an early Williams S wrench with the stamping of U.A.F.&E. Co on it and I'd sure like to know who this wrench was made for. Any ideas?

I may be biased but it sure looks like JAF&E Co to my eyes.
