If you click on the photos you can see it has file like teeth
And grooves in them that run the entire length
I half expected it to be some weird leather tool (as most weird tools turn out to be)

I'm wondering if it's something for grooming horses. I don't have horses but recall seeing something similar for stripping hairs.
