Probably something to do with horse shoes.

That looks like a crimper tool for tire chains, most made in the US had the name Weed on them. The cross links were often replaced before the main side chains wore out, and these crimped the end links back tight.

Here it is from the 1912 Heavy Hardware Cat that Branson posted this AM. Notice the"Righty-Tighty-Lefty-Loosey" mark. Do not use for other uses.
